About this opportunity

The Army Contracting Command - Rock Island (ACC-RI) is conducting market research to identify manufacturers capable of producing Anti-Personnel Obstacle Breaching Systems (APOBS), specifically the MN79 live and MN84 inert versions. These systems are self-contained, expendable linear demolition charges designed to create 45-meter long, 0.6-meter wide breaches through wire and anti-personnel mine obstacles. Potential contractors must submit detailed capabilities statements within 30 calendar days, by 12:00 PM EST, addressing manufacturing abilities, facilities, personnel experience, quality systems, and pricing for quantities between 200-4,000 units. The evaluation will focus on manufacturing capabilities, with respondents required to provide information about First Article Testing and production lead times. Contractors must be registered in the Joint Composition Platform (JCP) and be willing to sign non-disclosure agreements.

The procurement may be executed as either a small business set-aside or a full and open competition, with multiple awards potential. The NAICS code is 325920 for Explosives Manufacturing, with a size standard of 750 employees. While no immediate award will result from this Sources Sought notice, the market research will help determine the procurement method and potential solicitation approach. Rough order of magnitude pricing will be assessed for unit quantities ranging from 200 to 4,000, indicating a potentially significant contract value. The procurement is categorized under Product Service Code 1375 for Demolition Materials, suggesting a specialized defense-related acquisition. Telephone inquiries will not be accepted, and no feedback will be provided to companies regarding their submissions.

2) Given recent uncertainty with inflation rates in general, what mitigations might you suggest?  Escalation clauses? Other than firm fixed pricing contract approach?

3) Regarding component pricing and availability concerns, are there any elements of APOBS that could be modernized to take advantage of current technologies to reduce cost or increase availability?
