About this opportunity

The Fish and Wildlife Service seeks a single-wing batwing mower with one trade-in unit for Sherburne National Wildlife Refuge in Minnesota, with quotes due June 4 by 10:00 AM Central Time. Amendment 0001, effective May 6, removed the WOSB set-aside designation that appeared in the original solicitation; the procurement is now open to all contractors. NAICS code is 333112, Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing, with PSC 3830.

Place of performance and delivery is Sherburne National Wildlife Refuge, 17076 293rd Avenue, Zimmerman, Minnesota, on an FOB destination basis. Period of performance runs June 15 through November 30, 2026.

The mower must feature a cutting width of 13 feet to 15 feet with transport width not exceeding 10 feet and total length not exceeding 17 feet 2 inches. It must accommodate 60–250 horsepower aircraft engine power, achieve minimum blade tip speed of 15,500 feet per minute at 1,000 RPM, weigh no more than 6,700 pounds, and include a minimum six foam-filled tires. Required features include double main deck (0.25 inch minimum thickness), double-row chain guarding, self-leveling clevis hitch, tong jack, transportation lock, 1,000 RPM PTO drive with CV and over-running clutch, and a three-circuit hydraulic system (lift and wing). The equipment must include a 10-year gearbox warranty, 3-year minimum hydraulics warranty, on-site orientation and hook-up (up to 4 hours), and on-ground delivery without requiring station personnel to lift or move equipment.

Offerors must accept a 2010 John Deere CX15 compact excavator (VIN P0CX15F009161) as mandatory trade-in, despite documented defects including a bent jack-stand mount and damaged PTO shaft guards. Offerors must quote new mower price, trade-in allowance, total amount, and delivery lead time. Award criteria include technical compliance, lead time, past performance evaluated through CPARS, and price. The contracting officer is Dana Arnold, 703-468-8289, dana_arnold@ios.doi.gov.
