About this opportunity
The Department of the Interior Fish and Wildlife Service seeks upfitting of a Chevy Silverado with law enforcement emergency equipment for its Minnesota Division of Refuge Law Enforcement, with proposals due August 19 at 5:00 PM EDT following Amendment 0001's extension. The procurement is a Total Small Business set-aside restricted to Women-Owned Small Businesses (WOSB), NAICS 811210, with a size standard of $34 million.
Place of performance is Bloomington, Minnesota (5600 American Boulevard West, Suite 990). The contractor's facility must be located within two hours of either the Regional Office in Bloomington or Sherburne National Wildlife Refuge in Zimmerman, Minnesota. Performance runs from September 7, 2026 through March 31, 2027, with delivery required by that date and installation completed within 90 calendar days of contract award or vehicle availability notification.
The Statement of Work requires installation of government-identified law enforcement equipment per FWS standardized specifications, including 40% window tinting, full interior visor programmable LED lights with four-color patterns and night mode, rear and side LED warning lights, tailgate strip lighting, heavy-duty winch-ready grill guard, 360-degree intersection lights, customized console with power outlets and locking storage, electronic siren controller, vertical dual rifle/shotgun gun rack, custom modular police package wiring harness with battery saver/kill switch, 5G cell phone booster, APX 8500 VHF radio-ready wiring, roof antenna with tool-free removal, graphics packages, 9,500-pound synthetic rope winch, and full recessed prisoner cage/partition. The contractor provides minimum 12-month warranty on all installation work and assumes responsibility for all post-delivery repairs. Installation must comply with equipment manufacturers' instructions and minimize holes in vehicle exteriors and interiors.
Evaluation prioritizes ability to meet the Statement of Work, past performance and experience (minimum two similar examples required), and price, with conformance to the Statement of Work considered more favorable than price alone. Service Contract Act wage determinations apply (Minnesota-Wisconsin Wage Determination No. 2015-4945, Revision 31). Contracting Officer Jeremy Riva (jeremy_riva@ios.doi.gov, 303-535-4788).
