About this opportunity
This pre-solicitation notice seeks sources for the production and delivery of MK76-5 Twin Pack Practice Bombs, BDU-33 D/B Practice Bombs, and 25 lb Bomb Suspension Lugs for fiscal years 2020 through 2024. The U.S. Army Contracting Command - Rock Island, on behalf of the Program Executive Office Ammunition, will evaluate responses and intends to award a firm fixed price production contract with five one-year ordering periods. Interested sources must submit responses by September 13, 2018 addressing their capabilities, production capacity, past experience if any, and rough order of magnitude pricing.
This opportunity is set aside for total small businesses. The NAICS code is 332992 and PSC code is 1457. Interested sources must be able to access and comply with the distribution restricted technical data packages. The government anticipates annual production quantities of approximately 80,000 to 90,000 MK76-5 bombs, 10,000 BDU-33 bombs, and 10,000 suspension lugs. First article samples must be delivered within 300 days of award and full production must commence within 365 days.

The U.S. Army Contracting Command - Rock Island, on behalf of the Project Director Joint Bombs, intends to issue a competitive Request For Proposal (RFP) W52P1J-18-R-0143, on or after 15 November 2019 with an estimated closing date of 45 days after issuance. The RFP will be competed as a 100% Small Business Set Aside for the MK76-5 Twin Pack Practice Bomb, BDU-33 D/B Practice Bomb, 25 lb. Bomb Suspension Lug using a best value approach in accordance with Federal Acquisition Regulation (FAR) 15.101-1. The following items will be included in the solicitation:

The applicable NAICS code is 332993, Ammunition (Except Small Arms) Manufacturing, with a size standard of 1,500 employees. The RFP will solicit proposals for a Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) production contract. The minimum guaranteed quantity (MGQ) is a quantity of 40,000 to consist of any combination of MK76-5 Twin Pack Practice Bombs and/or BDU-33 D/B Practice Bombs. The contract will consist of five one-year ordering Periods to award FY20-FY24 requirements.
The total five year maximum quantities combined awarded as a result of the RFP are as follows: MK76-5 Twin Pack Practice Bomb: 750,000 ea.; BDU-33 D/B Practice Bomb: 250,000 ea.; and 25 lb. Bomb Suspension Lug: 250,000 ea.
First Article Test (FAT) is required to be performed by the contractor. FAT shall be completed 240 days after issuance of the Delivery Order. FAT Reports are required to be submitted for U.S. Government disposition 270 days after issuance of the Delivery Order. Production deliveries are required to begin 365 days after issuance of Delivery Order. Monthly production delivery schedules will be based upon a twelve month delivery period for the awarded quantity.
The Technical Data Packages (TDP) associated with the practice bombs and lugs are classified as Distribution D - limited distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose EXPORT is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 as Amended, titled, 50 U.S.C. App 2240 Et Seq. All TDPs will be available for access electronically via the Federal Business Opportunities (FBO) website once the RFP is released. An Offeror must have an approved DD Form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program (JCP) in order to be granted access to the TDPs.
Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the RFP. Contractors may obtain information on SAM registration by visiting: https://www.acquistion.gov.

The U.S. Army Contracting Command - Rock Island, on behalf of the Program Executive Office Ammunition (PEO AMMO), is issuing a sources sought announcement in an effort to identify capable sources for the production and delivery of the following: MK76-5 Twin Pack Practice Bomb (NSN 1325-01-071-2560; P/N 2193779), BDU-33 D/B Practice Bomb (NSN 1325-01-054-2906; P/N 7729467-10), and 25 lb Bomb Suspension Lug (NSN 1325-01-236-8604; P/N8631481) for Fiscal Years (FYs) 2020-2024 requirements. "Twin Pack" refers to the two practice bombs that come in one box. The Government anticipates awarding one Firm Fixed Price (FFP) production contract with five one-year ordering periods.
ITEM DESCRIPTION: The MK76-5 Practice Bomb is approximately 24.64" long, has a finished weight of approx. 24.5 lbs and consists of fabricated steel. The bomb has a firing pin assembly, aft body assembly, bomb body, and a center cotter pin. The MK14 lug is required for suspension with the MK76-5 Practice Bomb, and is included in the MK76-5 Practice Bomb TDP. The BDU-33 D/B Practice Bomb is approximately 22.9" long, has a finished weight of approx. 25 lbs and consists of fabricated steel. The bomb has a firing pin assembly, fin assembly, bomb body, and a pin. The 25 lb Bomb Suspension Lug is required for suspension with the BDU-33 D/B Practice Bomb. The Navy is the end user of the MK76-5 Practice Bomb and the Air Force is the end user of the BDU-33 D/B Practice Bomb. Both practice bombs are utilized for pilot training and certification requirements.
CRITICAL PROCESSES/SKILLS: Manufacture of the practice bombs requires skilled welders, machinists and a facility capable of supporting high quality zinc phosphate coating and painting processes. These skills and capabilities are important, but are not unique. Manufacture of the lugs requires critical skills including die manufacturing, forging techniques, heat treatment, machining and plating. Critical capabilities required to produce the lugs include forging equipment capable of maintaining die match, CNC machines, pull test equipment and fixtures. These skills and capabilities are important and unique.
NOTICE: The Technical Data Packages (TDP) associated with the practice bombs and lugs are classified as Distribution D - limited distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 (Title 50, U.S.C., APP 2401 ET SEQ.), as Amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25. Interested vendors must be registered with the U.S./Canada Joint Certification Program (JCP) to gain access to the TDPs (see www.dlis.dla.mil/jcp/ for instruction and information). Each individual requiring access to the TDPs must have a FedBizOpps account prior to accessing the TDPs. Access to the TDP will only be granted to those individuals who are listed as the Data Custodian (block 3) on the DD Form 2345, Military Critical Technical Data Requirement, which was required to be registered within the JCP. RESPONSES: Interested companies who consider themselves capable of manufacturing the practice bombs and their associated suspension lugs are invited to indicate their interest by providing the Government with the following information:
a. Provide a brief summary of the company's capabilities (a description of the facilities, personnel experience, quality system, and past/current relevant manufacturing experience and processes).
b. Discuss the feasibility of or alternatives to the Government's preferred lead-time of 300 days after award for First Article Test (FAT) and 365 days after award for production deliveries to commence.
c. Provide Rough Order of Magnitude (ROM) prices for an approximate FY20 production quantity of 80,000 - 90,000 MK76-5 Twin Pack Practice Bombs, 10,000 BDU-33 D/B Practice Bombs, 10,000 25 lb Bomb Suspension Lugs, and a ROM for each First Article Test sample.
d. Identify minimum and maximum monthly production quantities and identify the available capacity.
e. Identify if your firm has ever produced the MK76-5 Practice Bomb, BDU-33 D/B Practice Bomb, and the 25 lb Bomb Suspension Lug. If so, please state when it was last produced, who the customer was, the production rate under that contract, and the contract number.
f. Identify your company's size status for the identified NAICS code in your response along with the following information:
1) Company name and address
2) Point of contract Name, phone, and email address
3) Company Cage Code
This sources sought announcement is for information and planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this sources sought announcement or otherwise pay for information solicited. Industry responses to this sources sought will not represent binding offers, and the Government cannot accept an industry response to form a binding contract. The Government intends to use any information submitted in response to this request to develop an acquisition strategy for future requirements of this item.
