About this opportunity

The Naval Sea Systems Command awarded a $24,764,102 firm-fixed-price contract to IrvinGQ Limited on December 8, 2025, for follow-on production of the MK-59 Floating Decoy System, an inflatable passive Radio Frequency corner reflector-based decoy designed to augment Electronic Warfare capabilities on U.S. Navy ships. The contract encompasses production of the complete system, which consists of a platform-mounted launcher, passive decoy round, and end cap, with work primarily performed in Bridgend, United Kingdom (64%), supplemented by facilities in West Fargo, North Dakota (16%), York, United Kingdom (11%), and Bloomfield, Connecticut (2%). The entire contract value of $24,764,102 was obligated from Fiscal 2025 other procurement (Navy) funds at the time of award, and the work is scheduled for completion by December 2026. This non-competitive award was made under the justification that IrvinGQ Limited is the only responsible source capable of satisfying the Navy's requirements for this specialized system.
