About this opportunity

The Naval Sea Systems Command (NAVSEA) is seeking to procure follow-on development and production of MK 48 MOD 8 Heavyweight Torpedo Guidance and Control Sections, along with associated engineering and technical support services. The MK 48 HWT torpedo serves as the U.S. Navy's primary submarine-launched anti-submarine and anti-surface warfare weapon, incorporating complex electronic and mechanical systems for propulsion, steering, navigation, and target detection. NAVSEA intends to utilize sole source procurement under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as General Dynamics Mission Systems (GDMS) is identified as the only responsible source capable of meeting the government's requirements. The procurement will consist of a base year plus up to four option periods, with interested parties required to express their interest and capability within fifteen days of the synopsis publication date of July 11, 2025. The deadline for expressions of interest is July 26, 2025, though this notice specifically states it is not a request for competitive proposals.

This procurement does not utilize any set-aside designations and will be awarded through other than full and open competition. General Dynamics Mission Systems is the current incumbent contractor and serves as the design agent, manufacturer, assembler, and test agent for the MK 48 MOD 8 HWT Guidance and Control systems. The contract structure includes a base year with up to four option periods, though no specific award values or budget ranges are disclosed in the synopsis. The Program Executive Office Undersea Warfare Systems (PEOUWS) and Undersea Weapons Program Office (PMS 404) are responsible for program management. Companies interested in subcontracting opportunities must contact GDMS directly, as all submissions will be at the sole expense of the submitting organization without government reimbursement.
