About this opportunity

The Department of the Navy Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for an Indefinite Delivery Indefinite Quantity Multiple Award Contract (IDIQ-MAC) focused on repair and refurbishment of MK-41 Vertical Launch Systems (VLS) for U.S. Navy and other military vessels. The contract will be administered by the Mid-Atlantic Regional Maintenance Center (MARMC), with primary work performance within a 50-mile radius of Naval Station Norfolk, Virginia, and potential requirements in CONUS and OCONUS locations. The solicitation (N5005425R0001) will utilize FAR Part 15 "Contracting by Negotiation" procedures and is classified under NAICS code 336611 for Ship Building and Repair. Contractors will be expected to provide comprehensive management, technical support, labor, materials, equipment, and facilities to accomplish VLS repair and refurbishment. The pre-solicitation notice was posted on May 21, 2025, with responses due by June 5, 2025.

The procurement is not set aside for any specific business category and maintains a small business size standard of 1,300 employees. The contract will be structured as a Firm Fixed Price/Indefinite Delivery Indefinite Quantity (FFP/IDIQ) arrangement, with a base year and one additional option year. While specific award values were not disclosed, the contract will cover repair and refurbishment services for complex naval launch systems across multiple potential locations. The PSC category is designated as J998-P, specifically for Non-Nuclear Ship Repair in the Eastern United States. Potential contractors will need to demonstrate significant capabilities in ship repair, technical support, and management of complex maritime system refurbishment projects. The procurement strategy suggests NAVSEA is seeking multiple qualified contractors to provide flexible, responsive maintenance capabilities for critical naval launch infrastructure.
