The flare is a 1.5" × 1.5" × 10" thrusted device weighing approximately 1.66 lbs in an aluminum case, dispensed from AN/ALE-47 dispensers using BBU-35 or CCU-145 impulse cartridges for ejection and ignition. Prospective sources must demonstrate manufacturing experience and capability for this item; technical drawings are available upon request.
The procurement falls under NAICS 325920 (Explosives Manufacturing), with a 750-employee size standard. Prospective vendors and subvendors must obtain DD Form 2345 approval and Joint Certification Program certification, with processing requiring approximately five business days. Responses should include company overview and size classification; certifications such as ISO-9001, ASI-9100, or CMMI; prime or subcontractor status; and up to four pages describing relevant experience and risk mitigation techniques plus one page on teaming arrangements.
The government particularly seeks responses from small businesses, including 8(a) concerns, Service-Disabled Veteran-Owned businesses, HUBZone firms, and Women-Owned small business concerns. Chemring Australia Pty Ltd and Chemring Countermeasures USA are identified as known qualified sources. This announcement does not commit the government to reimburse proposal preparation costs.
