About this opportunity
The U.S. Army Corps of Engineers, Kansas City District is seeking construction services to remove navigation obstructions on the Missouri River at river miles 90-91 through mechanical demolition and removal methods utilizing floating plant equipment. The scope of work encompasses dismantling, removal, and disposal of submerged or partially submerged structures, with all operations conducted via floating plant due to the absence of land access. Contractors must comply with state and federal Clean Water Act Guidelines, specifically Sections 404(b)(1) and 401 water quality permits, and will be subject to Davis-Bacon Act labor requirements. The Contracting Officer will evaluate the apparent low bidder against definitive responsibility criteria, requiring the contractor to demonstrate at least one completed or substantially completed (75%) contract within the past ten years valued at $1,000,000 or greater that shows satisfactory experience performing floating plant removal of submerged structures exceeding 5,000 cubic yards in a riverine environment with water velocities greater than 4 feet per second. No specific deadline for questions or proposal submissions has been provided in this pre-solicitation notice, as this announcement precedes formal solicitation release.
This opportunity is designated as a 100% small business set-aside under NAICS Code 237990 (Other Heavy and Civil Engineering Construction), which carries a $45 million size standard, and will result in one firm-fixed-price award to a qualifying small business contractor. The anticipated project magnitude ranges between $1,000,000 and $5,000,000, establishing the financial scope of the work. No incumbent contractors or current contract holders are identified in this pre-solicitation notice. The contract will be evaluated using Federal Acquisition Regulation 9.104-1 responsibility criteria in conjunction with the definitive experience requirements outlined above. Additional information regarding agency policies, procedures, and past performance evaluation methodologies for change orders is available on the USACE website, which should be consulted by interested contractors preparing for the formal solicitation.
