About this opportunity
The Product Manager Army Training Information System (ATIS), Army Materiel Command Contracting Command Rock Island Arsenal, is conducting market research via RFI for a mission-wide Learning Management System to serve approximately 1.5 million personnel across all Army Components, civilians, and contractors by May 29, 2026 (capability statement deadline, as amended).
The LMS must support a hierarchical multi-tenant architecture with 88+ Centers of Excellence and Schools integrated into the system. Each sub-organization requires its own designated administrators with data isolation for content, users, course catalogs, and reporting; sub-organization administrators must not access personnel data or training records of other sub-organizations. The system must simultaneously support central governance and Headquarters-level training visibility across all sub-organizations. Scalability is a required functionality.
Technical requirements include support for instructor-led classroom training and asynchronous independent learning; compliance with SCORM 1.2, SCORM 2004 3rd edition, xAPI, CMI5, HP5, and LTI 1.3 Advantage standards; deployment within cArmy AWS GovCloud at DISA Impact Level 4 with DoD Risk Management Framework support; Single Sign-On with Common Access Card/Public Key Infrastructure authentication; support for 6,500 concurrent users; and API/source code access with unlimited government rights to all data and export capability in non-proprietary formats (SQL, CSV, XML).
The incumbent is Enterprise Technology Solutions, INC. Government plans to evaluate total cost of ownership over 5 to 10 years using GAO Cost Estimating and Assessment Guide and DoD Enterprise Software Initiative frameworks. Final acquisition strategy, contract vehicle, and competition format remain undetermined. The RFI Q&A was posted by May 18, 2026. Submissions should be directed to Contracting Officer Neal Williams (neal.l.williams.civ@army.mil) and Contract Specialist Marisol Trevino (marisol.m.trevino.civ@army.mil).

Amendment 01:
This amendment has been issued to revise the submission deadline for responses to the capability statement from 12 May 2026 to 29 May 2026, no later than 9:00 AM Eastern Standard Time (EST).
Please note: The Q&A will be posted by 18 May 2026.
----------------------------------------------
The Product Manager Army Training Information System (ATIS) requires a comprehensive Learning Management System (LMS) to deliver, track, and manage all mandatory, mission-essential, and professional development training for approximately 1.5 million personnel to include users from all Army Components, Civilians, and contractors. Additionally, there are separate and distinct educational needs for the 88+ Centers of Excellence and Schools that must be integrated into the LMS. The LMS must be able to support instructor-led, traditional classroom training and education, as well as asynchronous independent learning
The LMS must be able to support a centrally accessible course catalog as well as sub-organizations or tenant level management. Each sub-organization requires its own designated administrators who require data isolation to allow for content, users, course catalogs, and reporting management. Suborganization administrators should not have access to the personnel data or training records of other sub-organizations. The LMS must simultaneously support centralcontrol allowing for Headquarters- type training to be accessible outside of the sub-organizations and retain visibility and governance across all sub‑organizations. Additionally, scalability is a required functionality for the LMS.
