About this opportunity

The Department of the Interior, Interior Business Center seeks mission support services through a HUBZone-set-aside, single-award IDIQ contract with proposals due September 4, 2026, and anticipated award September 17, 2026. This procurement is restricted to HUBZone small business concerns.

Solicitation number 140D0426R0115 established a $35 million ceiling across a five-year ordering period (September 21, 2026 through September 20, 2031), with an optional six-month extension. Primary place of performance is the contractor's facility or alternate contractor-designated location within the fifty U.S. states and official U.S. territories. The NAICS code is 541611, Administrative Management and General Management Consulting Services, with size standard $24.5 million; PSC code is R707.

Services encompass acquisition support, contract administration, program and project analysis, aviation funds management, financial analysis and reporting, grants management, and business process modernization. Individual task orders will be issued as Firm Fixed Price, Labor-Hour, or Time-and-Materials contracts with their own Performance Work Statements, Statements of Work, or Statements of Objectives. The Seed Task Order runs September 21, 2026 through September 20, 2027, with approximately 38 FTEs across 14 labor categories at an estimated 72,640 hours.

Contractors must hold active Secret Facility Clearances and obtain Moderate Public Trust clearances and Federal Personal Identification Cards before work commencement. Offerors must be qualified HUBZone Small Business Concerns and submit representations and certifications in SAM.gov. Evaluation uses best-value tradeoff methodology: Past Performance (most important), Key Personnel (26-page limit including resumes for ten specific labor categories), and Price (least important). St. Moritz Enterprises, L.L.C., the incumbent (Contract 140D0424D0081, $4.5 million, April 25, 2024–April 24, 2029), is eligible to propose. Amendment 0001 addressed task numbering in the PWS, added Entry-Level qualifications for all labor categories, and clarified annual salary pricing requirements.
