Notice text

This synopsis provides notification of the 50th Contracting Squadron's intent to extend contract FA2550-02-C-0007, Mission Communication Operations and Maintenance (MCOM), for a period of up to six months. The Period of Performance for this extension will be from 1 March 2011 through 31 August 2011 (if six months are required). The extension will be performed by the incumbent contractor, Harris Information Technology Services Corporation, 21000 Atlantic Blvd Suite 300, Dulles VA 20166.

The MCOM contract was competitively awarded on 26 July 2002 and currently provides operations and maintenance support for IT enterprise (LAN and telephones), communications planning and configuration management for the 50th Space Wing at Schriever AFB, Colorado. Specifically, MCOM provides support for telephone maintenance and operations, Defense Switch Network (DSN) telephone operators services, computer support, 24/7 Local Area Network help desk, LAN/WAN services, Defense Red Switch Network (DRSN) maintenance, and Land Mobile Radio (LMR) support.

All requirements performed under the MCOM contract have been approved for conversion to performance by Air Force civil servants and no follow-on contract will be awarded. The MCOM contract extension will provide for the continuation of uninterrupted services, as described above, until the Air Force civil service work force is available to assume responsibility. Except for DSN telephone operators, which are expected to be ready 1 March 2011, the required Air Force civil servant work force is not expected to be hired before the end of the current MCOM period of performance on 28 February 2011.

The MCOM contract extension will be performed under the same terms and conditions as the existing contract; the contract type is Cost-Plus Award Fee (CPAF). The government intends to exercise a Justification and Approval for the up to six-month extension of services pursuant to 41 U.S.C. 253(c)(1), implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

This Notice of Intent is not a request for competitive proposals; however, in accordance with FAR 5.207(c)(15)(ii), "all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency." Written comments or questions regarding this notice must be e-mailed to Stephen Cooper, Contracting Officer, at e-mail address stephen.cooper@schriever.af.mil or to Katherine Aldaz, Contract Specialist at e-mail address katherine.aldaz@schriever.af.mil.
