About this opportunity
The Naval Air Systems Command (NAVAIR) in Patuxent River, Maryland, intends to award a sole source Cost-Plus Fixed Fee (CPFF) delivery order to Lockheed Martin Corporation-Missile Fire Control (LMMFC) for the development and delivery of Missile Operational Flight Program (MOFP) version 13.4. This program must be compatible with F-15, F-35, F-16, and legacy aircraft platforms, supporting the Long-Range Anti-Ship Missile (LRASM) system. The procurement is being pursued under sole source authority per 10 U.S.C. 2304 (c)(1) and FAR Subpart 6.302-1, as only one responsible source exists that can satisfy the agency's requirements. NAVAIR justifies this approach because Lockheed Martin is the sole designer, developer, manufacturer, and integrator of the LRASM system and possesses the unique knowledge, experience, and technical data necessary to meet government requirements within the specified timeframe. The due date for capability statements, proposals, or quotations is September 5, 2025.
This opportunity does not utilize any set-aside designations and is open to full and open competition despite the government's stated intent to proceed with sole source negotiations. Lockheed Martin Corporation-Missile Fire Control is identified as both the incumbent contractor under Basic Ordering Agreement N00019-23-G-0002 and the intended sole source recipient of the delivery order. The pre-solicitation notice does not specify contract values, budget ranges, or quantities of deliverables beyond the development and delivery of the MOFP version 13.4 software. No specific timeline for service completion is provided in the available information. The government emphasizes that subcontracting opportunities may be available through Lockheed Martin's Supplier Wire portal, though no commitment exists to issue a solicitation or make any award. The notice warns that all information is subject to change and does not bind the government to any particular course of action.
