About this opportunity

The Missile Defense Agency's Mobile Land-Based Sensors Program Office is conducting market research through a Request for Information to assess industry capabilities for developing an AN/TPY-2 Adjunct Phased Array Antenna system. The procurement seeks phased array system engineering, hardware and firmware development, and integration services to create large X-Band phased array antennas that will augment existing AN/TPY-2 radar systems. Key technical requirements include achieving 50 dBi antenna gain, 65-degree azimuth scan capability, 0-90 degree elevation range, 500 MHz instantaneous bandwidth, and circular polarization functionality. The agency is exploring three potential design configurations: full gain/full power transmit and receive, full gain receive-only, and partial gain transmit and receive systems. Responses to this information-gathering RFI are due September 12, 2025, with respondents required to submit detailed white papers addressing technical capabilities, risk mitigation strategies, and cost estimates, though submissions requiring CUI-level security must request DoD SAFE links by September 9, 2025.

This opportunity does not include any set-aside designations and is purely for market research purposes, with no commitment from the government to issue future solicitations or establish contracts. The initial requirement includes production and delivery of one adjunct antenna with government options for two additional production units, but the ultimate program goal envisions procuring up to 48 total arrays, with three adjuncts planned per AN/TPY-2 system. The production timeline targets completion of the first antenna unit by December 31, 2028, followed by delivery of two additional units by December 31, 2029. The RFI emphasizes the critical importance of affordable mass production capabilities and minimal logistics support requirements for the antenna systems. No incumbent contractors or specific budget ranges are identified in the documentation, and the agency explicitly states it will not provide feedback on submissions or guarantee future procurement opportunities based on RFI participation.

Update #2 · Latest ·

9/4/2025: Amendment - The overall deadline has been extended to 12-Sept-2025. Any CUI level submission will be accepted; however, you must request a DoD SAFE link no later than 9-Sept-2025 and must be submitted by the extended date of 12-Sept-2025. Request should be made to Logan Phifer at logan.phifer@mda.mil.

The Missile Defense Agency’s Mobile Land-Based Sensors Program Office (MDA/TBS) is conducting market research to determine industry interest and capability to meet requirements for its Army Navy/Transportable Radar Surveillance and Control Model-2 (AN/TPY-2) Adjunct Phased Array Antenna.

The requirements include phased array system, hardware, and firmware engineering, hardware development, and engineering services for integration of the adjunct with the AN/TPY-2 system.  The requirements also include the production and delivery of one adjunct antenna with the government reserved option for two additional production units.

This Request for Information (RFI) is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or promise to issue an RFP in the future.  This RFI does not commit the government to establish a contract for any supply or service whatsoever.  Further, MDA is not seeking, nor will it accept proposals.  All costs associated with responding to this RFI will be solely at the respondent’s expense.  Participation in future Agency transactions and procurement opportunities is not contingent on responding to this RFI.  MDA will not provide feedback for any submission.
