About this opportunity

The Department of the Air Force, through the 772d Enterprise Sourcing Squadron, issued a notice of intent to award a sole-source contract to Cengage Learning, Inc. for a Miss Humblebee's Academy subscription, with contract award scheduled for 15 September 2026 and a response deadline of 20 August 2026. The acquisition is unrestricted (not set-aside) and justified under 10 U.S.C. 3204(a)(1), which permits sole-source awards when only one responsible source exists and no other supplies or services will satisfy agency requirements.

The contract supports the Department of Defense Libraries' Military Morale, Welfare, and Recreation Programs by providing an online kindergarten readiness curriculum for military personnel assigned to contingency operations, remote sites, and military missions. Miss Humblebee's Academy delivers hundreds of guided lessons with sound and visual cues across Art, Language & Literacy, Math, Music, and Science & Social Studies for ages 3–6, along with weekly progress reports, proficiency assessments, a mobile application, and industry-standard authentication. The performance period runs 30 September 2026 through 29 September 2030, consisting of a 12-month base period and three 12-month option periods. The acquisition dollar value is less than $10 million. A Sources Sought Notice posted 16–28 July 2026 confirmed Cengage Learning as the only vendor with authorized access to the proprietary curriculum and compatibility with existing DoD Libraries' Cengage platform infrastructure.
