Notice text
The National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate with Trianni Inc., 1515 5th Avenue, San Francisco, CA 94122 (small business), on an other than full and open competition basis to procure a Non-Exclusive License and Material Transfer Agreement, and The Trianni Mouse (TRN1,2,5), qty-10. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and award will be made pursuant to the authority in FAR Part 13.501(a)(1).
Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract.
Delivery to Bethesda, Maryland 20892 approximately 30 days after receipt and acceptance of award.
The Vaccine Research Center (VRC) has a requirement for a Non-Exclusive License and Material Transfer Agreement (proprietary transgenic antibody discovery platform), and the Trianni Mouse (TRN1,2,5). The VRC will use this platform to analyze and optimize immune responses, first to HIV vaccines developed by the VRC and followed by other disease targets. The Trianni mouse platform is the only transgenic antibody discovery platform available that offers the entirety of human antibody variable gene diversity in a single organism. This platform contains a more diverse repertoire of human antibody genes than other humanized mouse models, which enable the selection of highly diverse human antibodies and circumvent some of the limitation of other transgenic mice. There are no other transgenic mice that exist that can express humanized antibodies, but provide mouse responses to antigen challenge. The public health goal of VRC is to perform initial testing of vaccines, therefore it is imperative that these vaccines are analyzed and optimized effectively. The Trianni Mouse is proprietary to Trianni Inc., which holds the patent and does not license through resellers.
The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the Trianni Non-Exclusive License and Material Transfer Agreement and the Trianni Mouse must be both approved by Animal Welfare Assurance and Institutional Animal Care and Use Committee may submit a capability statement that could be considered by email (subject line to reference NIAID-NOI-19-1972596) to Tonia Alexander at talexander@niaid.nih.gov, by 11:00 am eastern standard time Monday, August 26, 2019. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
