About this opportunity
The Department of the Air Force Pacific Air Forces is seeking a contractor to provide six Construction Surveillance Technicians (CSTs) for Information Monitoring and Protection Services at Misawa Air Base in Japan. The CSTs will provide security surveillance during construction of an iFortress secure facility, monitoring construction activities to prevent introduction of surveillance devices, performing access control, documenting security incidents, and conducting material inspections. Personnel must possess at least three years of security surveillance experience, maintain a Top Secret security clearance, and complete a 40-hour CST Training Course certification, while complying with Intelligence Community Directive 705, DoD security standards, and Japanese safety regulations. The draft solicitation indicates this will be awarded as a firm-fixed-price contract with evaluation criteria focused on Women-Owned Small Business (WOSB) status. Critical dates include an anticipated question deadline of August 14, 2025, an initial due date of August 31, 2025, and a formal offer due date of September 30, 2025 at 7:00 PM.
This procurement is designated as a Women-Owned Small Business set-aside with no incumbent contractors identified in the available documentation. The total anticipated contract value is $2,900,000 for the firm-fixed-price arrangement covering multiple contract line items including kick-off meetings, pre-performance training, mobilization, and primary CST services. The performance period spans 60 days with technicians working 13-hour daily shifts, maintaining an anticipated CST-to-foreign construction worker ratio of 1:4. Contractors must ensure personnel comply with Status of Forces Agreement regulations for work in Japan and register staff in the Synchronized Predeployment and Operational Tracker system. The contract structure includes provisions for facility clearances and adherence to both US and Japanese regulatory requirements throughout the surveillance mission.
