About this opportunity

The Department of the Air Force Global Strike Command, specifically the 5th Contracting Squadron at Minot Air Force Base in North Dakota, has issued a Special Notice regarding a single-source purchase order for an E911 circuit. The notice indicates the intent to award a contract directly to Lumen Technologies Government Solutions, Incorporated, as the sole provider of the required emergency 911 circuit. This procurement will be conducted under Simplified Acquisition Procedures and Other than Full and Open Competition, as authorized by federal acquisition regulations. The unique circumstances driving this single-source selection stem from the proprietary nature of North Dakota's E911 system, which necessitates working exclusively with Lumen Technologies. The contract opportunity is categorized under the Engineering Services NAICS code and focuses on IT and Telecommunications service delivery support.

The primary objective of this Special Notice is to procure a critical E911 circuit for Minot AFB's emergency communication system. While the contract is not being competitively bid, interested parties are invited to submit written information demonstrating their capability to provide similar services by April 1, 2025, at 12:00 PM Central Standard Time. The government retains sole discretion in determining whether to compete the requirement based on potential submissions. The anticipated contract award date is after April 7, 2025. Contractors seeking more information are directed to contact Contracting Officer SrA Jalen T. Dillard or Contract Specialist Mr. Richard Banks via their provided email addresses. The procurement will be executed under a single-source purchase order, emphasizing the specialized and unique nature of the required E911 circuit services.
