About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), under the Department of Commerce, has issued a Special Notice announcing its intent to procure a specialized scientific instrument for coral research. The notice, numbered 143071-25-0062, was posted on September 8, 2025, with a response due date of September 24, 2025. NOAA's Pacific Islands Fisheries Science Center seeks to acquire one MINI-PAM-II Photosynthesis Yield Analyzer System, including an underwater fiber optics cable, for laboratory research on endangered coral species. This procurement represents a sole-source acquisition without any small business set-aside designation. The instrument will be used at NOAA laboratory facilities in the U.S.-affiliated Pacific region.

The primary objective of this procurement is to support controlled laboratory experiments on ESA-listed coral species, specifically to measure photosynthetic efficiency and assess sub-lethal stress responses during thermal tolerance studies. The MINI-PAM-II system must meet detailed technical specifications including pulse-amplitude modulated fluorometer capabilities, rapid light curve measurements, underwater fiber optic connectivity with minimum 2-meter cable length, integrated data logging, and Windows-compatible analysis software. The instrument will enable NOAA researchers to evaluate coral thermal tolerance during heat stress trials, supporting critical conservation research efforts. Contractors interested in responding to this special notice must submit their proposals by September 24, 2025, though specific eligibility criteria beyond meeting the technical requirements are not explicitly outlined in the available notice text. The procurement supports NOAA's broader mission to understand and protect marine ecosystems, particularly endangered coral species in Pacific waters.
