About this opportunity
The Naval Sea Systems Command (NAVSEA) intends to procure software development and sustainment services for the Mine Countermeasure Unmanned Surface Vehicle (MCM USV) through a sole source contract with Textron Systems Corporation. The procurement will focus on updating and maintaining current software baselines, developing software updates to increase future capabilities, and supporting the transition of software activities to a Navy Software Sustainment Activity (SSA). Textron Systems is being selected exclusively due to their status as the original designer, developer, and manager of the MCM USV software, with the government asserting that only Textron possesses the requisite knowledge and expertise for this specialized software work. The contract will be executed under statutory authority 10 U.S.C. 2304(c)(1), which allows for single-source procurement when only one responsible source can satisfy agency requirements. The pre-solicitation notice was posted on May 13, 2024, with a response due date of March 3, 2025.
The contract opportunity is not set aside for any specific business category and is open to all responsible sources who may submit capability statements or proposals. Companies interested in potential subcontracting opportunities are encouraged to contact Textron Systems Corporation directly. The government retains full discretion to determine whether to proceed with a competitive procurement based on responses received, emphasizing that this notice is not a formal request for competitive proposals.
