LinQuest Corp. has been awarded a $562,302,987 cost-plus-incentive-fee base plus six option years contract, for Systems Engineering, Integration and Test (SEIT) support. The initial base period award is valued at $118,363,040. This contract provides for SEIT support for the Space and Missile Systems Center, Military Satellite Communications Systems Directorate. Work will be performed in El Segundo, CA and is expected to be complete by December 2026. This award is the result of a competitiveacquisition and two offers were received. Fiscal 2019 Research, Development, Test & Evaluation funds in the amount of $13,523,792; fiscal 2019 Operations and Maintenance funds in the amount of $3,377,304; and fiscal 2017 Procurement funds in the amount of $3,770,745are being obligated at the time of award. Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity (FA8808-19-C-0006).

The Government is posting this second Amendment in response to additional questions received from industry regarding the MSEIT soliciation. The Government's responses to the questions received from industry, a software NIPR application list, and Advanced Extremely High Frequency program structure slides have been posted to the Bidder's Library. This FBO notice is also correcting a discrepancy between the proposal delivery time listed in Section L and the FBO notice. The proposal delivery time on FBO has been updated to 3:00 PM, local Los Angeles, CA time on 17 December 2018..

The Space and Missile Systems Center (SMC) Military Satellite Communications (MILSATCOM) Systems Directorate (SMC/MC) is pursuing an effort to provide Systems Engineering, Integration and Test (SEIT), under the MILSATCOM SEIT (MSEIT) acquisition. This effort will continue to increase the effectiveness and efficiency of all Directorate and program systems engineering capabilities, to support the creation and control of system definitions and technical baselines, to support development of end products, and to standardize and streamline engineering processes and products across SMC/MC (hereafter MILSATCOM or the Directorate).

The solicitation documentation is located in a Bidders' Library along with applicable compliance documents and reference documents. Proposals are due on 17 December 2018.
