About this opportunity

The Department of the Navy Naval Medical Research Command (NMRC) has issued a special notice for the sole source procurement of eight Millipore Milli-Q water purification systems from EMD Millipore Corporation in Burlington, MA. The procurement includes seven Milli-Q EQ 7016 systems and one Milli-Q IQ 7010 system, all capable of producing Type 1 ultra-pure water with 0.22mm filtration at point-of-use from 50-liter RO tanks. While this is intended as a sole source award, the government will consider responses from other interested parties. The systems are classified under NAICS code 334516 and will be procured under FAR Part 12 Commercial Items guidelines. The total estimated value is $163,161.04, representing replacement equipment for discontinued Direct 16 systems in NMRC's Infectious Diseases Directorate laboratories.

The procurement's primary objective is to replace critical water purification equipment essential for laboratory operations at NMRC facilities, with the new systems offering trade-in discounts ranging from 35-100% on parts and 10% on installation when replacing existing Millipore equipment. Interested contractors must respond by August 21, 2025, and all participants must be registered in the System for Award Management (SAM) with a valid Unique Entity Identification Number (UEI) to be eligible for award consideration. The justification for sole source procurement cites 10 U.S.C. 2304(c)(1) and FAR 6.302-1, arguing that MilliporeSigma is the only authorized manufacturer and service provider for their proprietary water purification technology. Registration with SAM can be completed free of charge through www.sam.gov or by calling (866) 606-8220. The procurement will utilize NICE funds and additional Navy FY 2025 funding to support this critical laboratory infrastructure upgrade.
