About this opportunity
The U.S. Army Corps of Engineers Portland District is seeking contractor capabilities and qualifications for the Miller-Rice Pile Dike Rehabilitation project located on the Columbia River in Wahkiakum County, Washington. The project involves enhancing and connecting enrockments at three pile dike sections through rock placement along centerlines and other necessary locations, installing eight new hazard marker piles, and removing interfering debris. The government is conducting market research through this Sources Sought notice to inform procurement decisions prior to formal solicitation. Responses will be evaluated based on firm bonding capacity, business classification, relevant experience with stone placement operations, and ability to address specific government concerns regarding Project Labor Agreements, skilled labor availability, scheduling feasibility, and pricing impacts. Formal responses are due by February 24, 2026, at 3:00 p.m. PDT, with the government planning to advertise the formal solicitation in July 2026 and award by October 2026.
This procurement is not designated as a set-aside; however, the government actively seeks maximum small business participation at both prime and subcontracting levels, including 8(a), HUBZone, WOSB/EDWOSB, SDVOSB, and VOSB firms. No current contractor or incumbent is identified in this pre-solicitation phase. The estimated construction cost ranges from $25 million to $100 million, with the government anticipating award of one firm fixed-price contract. The project falls under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a $45 million size standard. Construction is scheduled for completion by the end of calendar year 2028, with mandatory base contract work and optional work exercisable no later than September 31, 2027. Selection will be made via Invitation for Bid methodology.
