About this opportunity

The U.S. Army Corps of Engineers Portland District is seeking a contractor for the Miller-Rice Pile Dike Rehabilitation project along the Columbia River in Wahkiakum County, Washington. The project involves enhancing and connecting enrockments at three specific pile dikes (PD 23.71, 23.81, and 24.63) through stone placement, raising crest elevations, and installing hazard marker piles. The primary objective is to stabilize the Federal Navigation Channel and reduce future dredging activities. Interested contractors must submit a six-page response by 3:00 pm PDT on June 16, 2025, addressing their capabilities, project experience, and specific requested information. Evaluation will focus on demonstrating technical competence, relevant past performance, and ability to meet the project's complex civil engineering requirements.

The procurement is structured as a Firm Fixed-Price contract with an estimated construction cost between $25-100 million, targeting maximum small business participation across prime and subcontracting levels. The North American Industrial Classification Code (NAICS) is 237990 with a $45 million size standard, and the government is particularly interested in small businesses, including 8(a) firms, HUBZone, Women-Owned Small Businesses (WOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Veteran-Owned Small Businesses (VOSB). The project timeline anticipates advertisement in January 2026, contract award in May 2026, and completion by the end of calendar year 2028. No specific set-aside has been designated, allowing broad competition among qualified contractors who can meet the technical and operational requirements of this complex civil engineering project.
