About this opportunity
The Department of the Army, through the Army Contracting Command - Detroit Arsenal, is conducting market research to identify contractor capabilities for military tracked vehicle component repair and sustainment services under the Team Armor Partnership (TAP) program. The services procured include receipt, inspection, diagnosis, repair, testing, storage, and issue of Line Replaceable Units (LRUs) and Shop Replaceable Units (SRUs) for the M1A2 Abrams Tank, M2A3/M3A3 Bradley Fighting Vehicle, and M104 Wolverine Heavy Assault Bridge platforms. Key requirements include operating a Government-Owned, Contractor-Operated (GOCO) facility at Fort Hood, Texas, managing support and unique identification marking for over 1,400 parts, and ensuring timely availability of serviceable assets to support operational readiness. Respondents must be U.S.-based companies capable of handling SECRET/No Foreign Nationals (NOFORN) level information and must provide comprehensive details about their company background, technical expertise, supply chain management, and repair experience with specified military vehicle components in responses not exceeding 50 pages. The response deadline is December 4, 2025, with submissions required in electronic PDF format to usarmy.detroit.peogcs.mbx.sbct-maintenance-and-parts@army.mil.
This is a sources sought notice and not a formal Request for Proposal; therefore, no set-aside designations apply, and responses are voluntary with no reimbursement for submission costs. The notice does not identify current contractors or potential incumbents, nor does it provide a specific award value or budget range, as this preliminary market research phase precedes formal solicitation development. The TAP program, established in 1999, has historically focused on addressing readiness and operations and support cost concerns for the Abrams Tank fleet, with the facility at Fort Hood selected due to its proximity to the major military vehicle fleet. While the specific timeline for contract performance is not detailed in this market research notice, the scope encompasses comprehensive repair and sustainment services for a diverse range of components across three major military vehicle platforms. A formal solicitation may follow based on the level of industry interest generated by this market research effort.

Market research for the component repair services for the Abrams, Bradley, and M104 Wolverine Family of Vehicles (FoV). This request for information (RFI) is an initial assessment of interest from industry. Another notice may follow at a later date based upon the interest this RFI receives.
Background. The TAP program was established in 1999 to address readiness and operations and support (O&S) cost concerns for the M1A2 Abrams Tank. Ft. Hood, TX was selected as the location for the program due to its close proximity to the M1A2 fleet. The scope of the program includes support and unique identification marking to over 1,400 parts for the Abrams, Bradley Fighting Vehicle (BFV), and the M104 Wolverine Heavy Assault Bridge (Wolverine) Family of Vehicle (FoV) platforms. The TAP program primarily requires the contractor to operate and maintain a Government-Owned, Contractor-Operated (GOCO) facility at Ft. Hood, TX, to provide repair and sustainment services for a diverse range of Line Replaceable Units (LRUs) and Shop Replaceable Units (SRUs). The objective is to ensure the timely availability of serviceable assets to support operational readiness.
This is a sources sought notice requesting information on the industry’s capability to satisfy TACOM ILSC’s requirement for receipt, inspection, diagnosis, repair, testing, storage, and issue of select LRUs and SRUs associated with the Abrams, Bradley, and M104 Wolverine FoV. All portions of this market survey are merely for market research purposes and subject to change at any time. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey.
