About this opportunity
The U.S. Army Corps of Engineers, Louisville District, is conducting a market survey to determine whether sufficient small business capacity exists to set aside a Design-Build contract for Military Repair Army Reserves restoration of a 21,644 square foot Area Maintenance Support Activity (AMSA) facility at Joint Base McGuire-Dix-Lakehurst in New Jersey. The project scope includes removal and replacement of roofing, windows, doors, plumbing, electrical, mechanical, and telecommunications systems, along with utility relocations and new connections for electric, data, sewer, water, and telephone services, plus rehabilitation of Military Equipment Parking areas through mill and overlay or full-depth asphalt replacement. Eligible respondents include Small Businesses, HUBZone-certified firms, 8(a) concerns, Woman-Owned Small Businesses, and Service-Disabled Veteran-Owned Small Businesses. The government will use market survey responses to determine whether a small business set-aside is appropriate for this requirement. However, it is important to note that as of April 14, 2026, Amendment 0001 suspended the market survey effective immediately, directing prospective contractors to cease submissions while the requirement undergoes internal review for potential consolidation with other projects; a subsequent amendment will provide updated information regarding revised scope, new deadlines, or possible cancellation.
The original market survey had no set-aside designation at the time of posting, though the government was evaluating whether to set aside the contract for small business categories. The estimated contract value ranges from $10,000,000 to $25,000,000, with a contract duration of 1,095 calendar days (approximately three years). Respondents were required to provide company small business status verification, Unique Entity Identifier and CAGE Code(s), current bonding capacity documentation, descriptions of up to three similar projects completed within the past five years with at least 90% construction completion, and evidence of at least 15% self-performance on construction work. The original deadline for submissions was April 16, 2026, at 3:00 PM Eastern Time, with questions directed to Laura Phillips-Payne no later than April 9, 2026. All potential contractors must register in SAM.gov and obtain a Unique Entity Identifier prior to contract award. The procurement falls under NAICS code 236220 (Commercial and Institutional Building Construction).
