Update #2 · Latest ·
The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Cost Plus Fixed Fee (CPFF) delivery order under Basic Ordering Agreement (BOA) N00019-15-G-0026 with Northrop Grumman Systems Corporation (NGSC), Melbourne, FL, in order to develop; design phases of the Military code (M-code) capable GPS User Equipment (MGUE) Embedded GPS/Inertial Navigation System (INS) (EGI-M). These engineering activities will minimize the efforts to integrate MGUE Increment 1 receiver cards into the E-2D advance Hawkeye (AHE) Aircraft. The project period of performance for this effort is 12 months.
NGSC is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy's operational requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition: Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or series will satisfy agency requirements". There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. See Note 22.
