About this opportunity

The Marine Corps Systems Command (MARCORSYSCOM) has issued a Special Notice inviting industry review and comment on draft specification MIL-DTL-32768A for a Men's All-Weather Coat. This is not a solicitation but rather a special notification requesting industry feedback on the proposed military specification document. The notice falls under Product Service Code 8405 (Outerwear, Men's) and NAICS Code 315210 (Cut and Sew Apparel Contractors). The draft specification covers a double-breasted all-weather coat available in two types, three color options, and multiple sizes, featuring water-repellent materials and an insulated removable liner. The Marine Corps is seeking to finalize this specification to support future procurement activities for these garments.

The primary objective of this Special Notice is to gather industry input to improve the specification's usefulness and encourage a broad vendor base for future competitions. Industry partners must submit comments by July 30, 2025, using the provided Consolidated Comments Form (CCF) via email to USMC_STDZ@usmc.mil with the document number in the subject line. MARCORSYSCOM specifically requests that comments focus on manufacturability and specification improvements while avoiding suggestions for alternative materials, components, or organization-specific modifications that could delay release or reduce competitive opportunities. There are no specific eligibility criteria mentioned for participating in the comment process, as this is an open invitation to industry. After the review period concludes, the final specification will be published on ASSIST Online, and any future solicitations will reference this finalized document.

The postings to sam.gov are not RFIs, they are special notifications.

The posting on sam.gov is not a solicitation, it is an invitation for industry partners to provide input to the specification that is being proposed for these items.  We realize that industry is our best resource on aspects of manufacturability of the item using the specification.  We would appreciate any feedback that you may have that will increase the usefulness of the specification, in light of the limitations below.  Please note that any comments provided by industry will be considered “suggested” and there is no obligation for acceptance.  With that said, we will provide consideration for any comments, and we try to provide a response to all comments received.

Please refrain from providing comments on aspects that are unique to your organization, as our intention is to promote competition where possible.  Also please refrain from suggestions for alternative materials or components.  The current design has been tested and found to be acceptable by the user community.  Suggestions for alternative materials, components or processes that could delay release of the specification, and therefore the solicitation using the specification, or potentially reduce the openness to competition should be submitted through the standard contracting channels (e.g., Engineering Change Proposals).
