About this opportunity
This Special Notice from U.S. Immigration and Customs Enforcement proposes to extend through a contract modification an existing contract with M V M Inc for migrant operation center services at the Miami Area of Responsibility. The modification would extend services for a period not to exceed six months on the basis of other than full and open competition, as a lapse in these unique, mission critical services could jeopardize detainee and personnel safety as well as duplicate transition costs.
The notice seeks information from interested parties on their capability and interest in fulfilling this requirement in potential future competitive procurements. Responses are due by April 19, 2023 and should be emailed to the points of contact listed, supporting the offeror's ability to provide the required supplies and services at no cost to the government. Eligible contractors must have the capacity to provide migrant operation center services for ICE's Enforcement and Removal Operations Miami AOR to participate.

This notice of intent is NOT a request for proposals or quotes. The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), proposes to enter a contract modification on behalf of Enforcement and Removal Operations (ERO) Miami Area of Responsibility (MIA AOR) on the basis of other than full and open competition to M V M Inc, 44620 Guilford Drive, Suite 150, Ashburn VA 20147. In accordance with FAR 6.302-1, the Government has determined that there is only one responsible source and no other supplies or services will satisfy agency requirements. The determination not to compete this requirement is solely within the discretion of the Government. Any lapse in services would jeopardize the safety of detainees and ICE personnel working at the facility. It follows that, in order to avoid a lapse in unique, mission critical services and to further avoid substantial duplication of transition costs, ICE must modify the existing contract to extend services for a period not to exceed six (6) months.
Any information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future will be in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 3:00 PM Eastern Standard Time on April 18, 2023 by email to Anthony.Elmore@ice.dhs.gov or Corey.Soileau@ice.dhs.gov; no telephone communications will be entertained. The subject line in the email shall state “Response to Notice of Intent 70CDCR23C00000001” All information submitted should support the offeror’s capability to provide the supplies and services required and shall be furnished at no cost to the Government.
