About this opportunity
The Naval Air Systems Command V-22 Joint Program Office (PMA-275) intends to issue a sole-source contract modification under existing contract N0001924C0028 to repair Test Set Government Furnished Property for Midwing Avionics Obsolescence testing equipment. The contractor, Simmonds Precision Products Inc. (a division of Collins Aerospace), currently possesses this government property and will perform repairs to equipment originally built in 2007 that is used to test both legacy and Midwing Avionics Obsolescence (MAO) Avionics Weapon Replaceable Assemblies prior to assembly and delivery. The procurement is being conducted under sole-source authority per 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as Simmonds is deemed the only responsible source with the necessary knowledge, experience, technical expertise, and source data to meet the government's requirements. While this notice is not a request for competitive proposals, interested parties may submit capability statements within fifteen days of the notice publication date of August 25, 2025. The government will consider these responses solely to determine whether competitive procurement should be conducted, with final determination remaining at government discretion.
This procurement carries no set-aside designation and identifies Simmonds Precision Products Inc. as both the incumbent contractor and sole-source awardee under the existing five-year contract modification structure. Simmonds serves as the Original Equipment Manufacturer for both legacy and MAO versions of the Avionics Weapon Replaceable Assemblies, positioning them uniquely to perform the required test equipment repairs. The planned award date is scheduled for January 2026, providing a timeline for contract execution under the existing contractual framework. The capability statement submission deadline is September 9, 2025, giving potential respondents fifteen days from the notice publication to demonstrate their qualifications. No specific contract value or budget range has been disclosed in this pre-solicitation notice, though the work involves repair services for specialized aviation testing equipment that has been operational since 2007.
