About this opportunity
The Naval Air Systems Command (NAVAIR) is conducting market research for the V-22 Joint Program Office to identify potential sources for Midwing Avionics Obsolescence Fuel Management Units and Drive System Interface Units for V-22 aircraft. These replacement parts are critical because the legacy units are currently obsolete and unsupportable. Interested contractors must submit detailed capabilities demonstrating technical understanding of the units, ability to conform to form and function requirements, and capacity to deliver units within 12-18 months after contract award. Respondents must also provide evidence of facility clearance, CAGE code, and licensing agreements with the Original Equipment Manufacturer (Simmonds). The sources sought notice requires unclassified submissions no later than 4:00 PM Eastern Daylight Time on May 5, 2025, with responses limited to 5 pages and submitted electronically to Karamie Platt.
The opportunity is open to businesses of all sizes, with the NAICS code 336413 and a small business size standard of 1,250 employees. Contractors must clearly identify their business size, indicating whether they are a large business or qualify as a small, disadvantaged, women-owned, 8(a), HUBZone, or service-disabled veteran-owned small business. Small businesses must demonstrate the ability to perform at least 50% of the work. The solicitation includes specific requirements for managing classified information and adherence to International Traffic in Arms Regulations (ITAR) for any contractors with foreign affiliations. While this is a sources sought notice and not a formal Request for Proposal, it represents the initial step in potential procurement of these critical V-22 aircraft components, with Simmonds currently serving as the Original Equipment Manufacturer for both legacy and new avionics units.
