About this opportunity

Naval Supply Systems Command is awarding a firm-fixed-price purchase order for Middle States Commission on Higher Education annual membership dues covering July 1, 2026 through June 30, 2027, with quotes due June 26, 2026. This is a sole-source procurement; no competition will occur.

Place of performance is Annapolis, Maryland. The NAICS code is 813920, Professional Organizations, and the PSC is U005, Education/Training—Tuition/Registration/Membership Fees. Delivery is required on or before July 1, 2026.

The contracting officer has justified sole source under FAR 6.103-1(b), determining that MSCHE is the only provider of regional accreditation for institutions of higher education in the Mid-Atlantic region, including Maryland. This accreditation is mandatory for the U.S. Naval Academy to maintain institutional quality assurance and is a prerequisite for specialized programmatic accreditations required for engineering and computing disciplines. The justification notes that pursuing an alternate accrediting body would require formal justification to the U.S. Department of Education, would be inherently disruptive and financially significant, and would involve multi-year commitments to achieve candidacy and full accreditation status.

Quotes shall be submitted electronically to trumeka.c.king.civ@us.navy.mil and remain valid for 30 days following the solicitation closing date. The contracting officer is Cody S. Witz (757-443-1334, cody.s.witz.civ@us.navy.mil), and the technical point of contact is Brendan Beers (410-293-2500, bbeers@usna.edu).
