About this opportunity
The U.S. Army Corps of Engineers (USACE), Middle East District, has issued a Special Notice announcing a Town Hall with Industry event scheduled for March 26, 2026, from 8:00 AM to 4:00 PM EDT. The event will be held in-person at the Doubletree Hotel by Hilton in Front Royal, Virginia, with concurrent virtual attendance available via Microsoft Teams Webinar. This Special Notice is not a Request for Proposals but rather an informational gathering designed to solicit industry expertise and feedback on Alternate Design and Delivery Methodologies (ADDM). The initiative seeks to engage Architecture-Engineering professionals, construction experts, and industry leaders to discuss innovative approaches beyond the current Design-Bid-Build and Design-Build delivery models. All participation costs are non-reimbursable, and attendance is entirely voluntary.
The primary objective of this Town Hall is to address how USACE and industry partners can collaboratively structure and execute projects to reduce delivery schedules, improve cost-effectiveness, and enhance life-cycle value of infrastructure. USACE is soliciting pre-event written feedback from industry participants by March 20, 2026, at 4:00 PM EDT, addressing three key areas: emerging collaborative delivery models, barriers to implementation within the CENTCOM Area of Responsibility, and identification of suitable pilot project opportunities. All interested parties, regardless of business classification or size designation, are eligible to participate, though registration is required by March 23, 2026, through the SAM.GOV Special Notice announcement. The event seeks two to three Architecture-Engineering panelists and two to three construction professionals to serve as subject matter experts, and industry participants are encouraged to bring relevant ADDM products and methodologies for discussion and sharing during the Town Hall sessions.

Why: The Middle East District seeks innovative and comprehensive ADDM that fundamentally transform how we approach project development and execution. We are challenging our industry partners to propose holistic solutions that integrate novel design concepts, cutting-edge construction techniques, and progressive project delivery frameworks. Our problem statement is:
How can USACE and Industry collaboratively structure and execute projects to significantly reduce delivery schedules, improve cost-effectiveness, and enhance the overall quality and life-cycle value of our infrastructure, moving beyond the limitations of our current delivery models of Design-Bid-Build (D-B-B) or Design-Build (D-B)?
The United States Army Corps of Engineers (USACE) is committed to delivering vital public and military engineering services in an increasingly complex and dynamic environment. Our traditional design-bid-build and even design-build project delivery models, while historically successful, face growing pressure from accelerated timelines, constrained budgets, and the need for greater innovation to solve the nation’s toughest engineering challenges.
In addition to registering for the event, please return the attached Questionnaire to the USACE Points of Contact (see below) via email.
