About this opportunity
The U.S. Army Materiel Command Contracting Command at Redstone Arsenal (ACC-RSA) intends to procure Integrated Logistics Support (ILS) for the Mid Range Capability (MRC) weapon system. The contract will encompass comprehensive logistics services including New Equipment Training, equipment system readiness, depot supply and maintenance, repairs and services, supplier management, transportation support, and logistics automated systems integration. The procurement will be conducted using a non-competitive method under 10 U.S.C. 3204(a)(1), specifically targeting Lockheed Martin Rotary and Mission Systems (LM-RMS) as the sole source provider. Market research has determined that LM-RMS is the only vendor capable of meeting the Army's critical logistics support requirements within the necessary timeline. The critical need date for these services is 01 April 2025, with the agency emphasizing the need for immediate and comprehensive logistics support for MRC Batteries 1-5.
The pre-solicitation notice indicates there is no specific set-aside for this contract opportunity. The total contract value is estimated at $78,015,116.07, covering a three-year period from fiscal years 2025 through 2027. The contract will be awarded solely to LM-RMS, who are the original designers and developers of the MRC batteries, making them uniquely qualified to provide the required logistics support. The engineering services will be categorized under NAICS code 541330 (Engineering Services) and PSC code R706 (Support-Management: Logistics Support). The procurement method is justified by LM-RMS's exclusive capability to establish the necessary logistics infrastructure, with alternative vendors estimated to require at least three years to develop comparable support systems. The contract will directly support the U.S. Army's operational readiness by ensuring comprehensive logistics management for the MRC weapon system.
