The Naval Research Laboratory (NRL) intends to negotiate a contract on other than full and open competitive basis in accordance with 10 USC 2304 (1), only one responsible source. NRL will negotiate with the Institute of Applied Physics, University of Bern, Sidlerstrasse 5 CH-3012 Bern, Switzerland for a receiver which will be deployed as part of the new Microwave Ozone Profiling Instrument (MOPI 5) for measuring ozone in the stratosphere. The receiver is the main component of the instrument and will determine its performance. The primary required equipment will consist of a feedhorn antenna, a low noise amplifier, a mixer and a frequency synthesizer. The instrument will measure the pressure-broadened line shape of the thermally-excited rotational emission line of stratospheric ozone at 110 GHz from which the atmospheric ozone attitude profile can be retrieved. This receiver will provide both the stability and the spectral resolution necessary to measure stratospheric ozone from 20-60 km.
