About this opportunity
The Naval Research Laboratory's Advanced Concepts Group within the Radar Division is seeking contractor technical assistance in specialized microwave electronics systems and microsystems engineering support, including Radio Frequency components and systems, electronic and microelectronics design, digital signal processing, embedded microprocessors, antennas and electromagnetics, and wireless systems testing. The Office of Naval Research is conducting this Sources Sought Notice to identify qualified contractors capable of providing research and development, radar and RF system analysis, systems engineering, and computer programming services across twelve distinct technical task areas. Key requirements include the assignment of a dedicated Program Manager, response to government requests within five working days, and personnel security clearance qualifications ranging from DoD Tier 3 investigations for base access to Top Secret clearance for classified material access. All contractor personnel must complete Operations Security training, and those with interim SECRET clearances may only work on unclassified tasks. The submission deadline for responses is March 20, 2026, with interested parties required to submit contact information, business size classification, facility clearance status, and relevant capabilities via email to Contract Specialist Elizabeth Maranto at elizabeth.m.maranto.civ@us.navy.mil.
This is a Sources Sought Notice for planning purposes only and is not a formal solicitation, meaning the Government is not committed to issuing a solicitation or making an award. No set-aside designations have been applied to this opportunity. The current contract holder is Envisioneering, Inc. under contract number N0017322F3003. Work will be performed at the contractor's facilities, NRL-DC, the NRL Chesapeake Bay Detachment in Chesapeake Beach, Maryland, the NRL Blossom Point Test Facility, and other field sites, with some tasks potentially conducted aboard ship or aircraft. The notice does not specify an award value or budget range, nor does it identify a specific contract performance timeline; however, the contractor must submit a Contractor's Management Plan within thirty days of any subsequent award. Interested contractors should note that no evaluation letters or results will be issued to respondents, as this is a sources identification effort rather than a competitive procurement.
