These commercial microscopes must feature LED lighting, tilting heads, and hardened shipping cases, and will be used in human and veterinary laboratory settings to support the health and safety of troops and military working dogs by enabling examination of microorganisms, blood and bodily fluids, and pathogens. The microscopes must meet specific minimum essential characteristics including FDA regulatory oversight, support for multiple microscopy techniques, ergonomic adjustments, and compliance with Trade Agreements Act regulations. The solicitation requires no network connectivity and includes magnification levels of 4x, 10x, 40x, 100x, and oil immersion capabilities. Evaluation will be conducted using a best value trade-off approach based on technical capabilities/specifications, past performance, and price, with quotes due by 12:00 PM on July 14, 2025. The contract will be awarded as a firm-fixed-price arrangement through the U.S. Army Medical Research Acquisition Activity.
This solicitation does not utilize any set-aside designations and no incumbent contractors are identified in the documentation. While specific budget ranges are not disclosed, the procurement involves an initial quantity of four microscopes for testing purposes, followed by a substantial future requirement of 505 units to be procured between 2028 and 2033. The government desires that successful awardees make these microscopes available through the Defense Logistics Agency Electronic Catalog for future procurement efficiency. Performance will take place at Fort Detrick, Maryland, and the microscopes must be transportable in hardened cases weighing no more than 74 pounds. The solicitation includes comprehensive documentation requirements such as repair parts listings, user manuals, maintenance documentation, and a minimum one-year warranty, with the government seeking products that comply with domestic sourcing requirements under applicable trade agreements.
