About this opportunity
The Defense Logistics Agency Land and Maritime anticipates establishing an Indefinite Delivery Contract (IDC) for a linear microcircuit (NSN 5962-016422641, part number TTL12003), with responses to the market survey due by October 15, 2026. DLA is conducting a sources-sought inquiry to identify potential suppliers capable of manufacturing this item, which is currently approved only from Tandex Test Labs (CAGE 1FE65).
The part is subject to DoD-STD-100 source control restrictions; suitable technical data and government data rights are not available to permit acquisition from alternative sources or qualification testing of substitute parts. The current source control designation (AMC 3B) permits acquisition directly from the actual manufacturer for the second or subsequent time, though interested firms may apply for approved-source status through the DLA Weapons Support Alternate Offer/Source Approval Request (SAR) Program by submitting a technical data package demonstrating manufacturing capability equivalent to or exceeding the OEM level.
The anticipated IDC structure includes a three-year base period with up to four option years and a guaranteed minimum order value. DLA is requesting information on company status (manufacturer or distributor), business size, commercial sales history, delivery lead times and quantities, willingness to accept the base contract terms, and quantity and price breaks. Certified cost or pricing data is not required for commercial items; suppliers must provide adequate information on previous commercial sales prices to support price reasonableness evaluation. Responses should be submitted to Contract Specialist Benjamin Breidigan at benjamin.breidigan@dla.mil or (614) 693-0653 within seven business days of the survey issue date.

The AMC/AMSC for the NSN listed above is “3B”
AMC "3" Acquire, for the second or subsequent time, directly from the actual manufacturer.
AMSC "B" This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
----------------------------------------------------------------------------------------------------------
Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Weapons Support Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Weapons Support - Columbus is procuring.
For further information, please reference the DLA Weapons Support web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
