The Government seeks to make a commercial purchase of 3 complete sets of microbrewery equipment FOB to specified Meppen, Germany facility to meet an immediate need.
TECHNICAL REQUIREMENTS: The microbrewery equipment must be configured to run on 220 Volt 50 Hz power. The systems should be capable of producing 300 to 450 Liters of product per batch. The systems must at minimum consist of the following items: a mash vessel, a copper (cooking unit), two fermentation vessels, pump/pipe unit, and a chiller unit. All tanks and processing equipment should be made of 304 stainless steel; this is to include the cooking unit or copper.
Mash Vessel: Open top, sized to take approx 50 to 75 Kg of grain and liquid at correct ratio. Light weight insulated lids. Outlet valve.
Copper (Cooking Unit): Approximately 400L Tank. Fitted with immersion heaters. Lid, steam vent, screen in base. Outlet valve.
Pump/Pipe Unit: A fixed geometry unit containing a standard pump, plate heat exchanger, connections. Stainless steel product pipe work.
Fermenting Vessel: Two approximately 400L Tanks. Fitted with lid, stand, outlet valve, fittings and hoses.
Chiller Unit: Cold water chiller unit. Integral circulation pump, stainless steel product cooling coil with cold water supply pipe/hose.
Other configurations will be considered so long as the production capacities and capabilities are met.
DELIVERY REQUIREMENTS: The first complete microbrewery system must be delivered to our facility in Meppen, Germany, no later than 1 April 2008. The subsequent equipment must be delivered no later than 1 September 2008. Offerors must submit with quote sufficient substantiating documents to indicate they can meet these delivery dates regardless of shipping times and customs inspections. If no offeror can meet these dates then the one who can guarantee delivery soonest will be considered.
INSTALLATION SUPPORT: Quote shall include cost for installation services and instruction manuals for the first brewery system.
COST: The cost quote must include a separate breakout of: the brewery systems, shipping costs, any anticipated customs duties, installation costs, and instruction manuals cost, as well as a total cost.
BASIS FOR AWARD: Evaluation factors are delivery, technical, and price. Timely delivery and technical, when combined, are significantly more important than cost or price. Price, although considered least important, is still a significant factor.

An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
