About this opportunity
The U.S. Coast Guard is soliciting repair services for MH65 Hoist Boom Actuators through this unrestricted competitive procurement. The agency seeks comprehensive repair services for helicopter actuators (NSN: 1680-01-HS2-9285, Part Number: 29MAM001-002) including test and evaluation, corrosion remediation, and restoration to manufacturer specifications. Contractors must maintain FAA or EASA Part 145 Certified Repair Facility certification, comply with ISO 9001 quality management standards, and demonstrate capability to procure replacement parts with proper traceability. The evaluation will use a lowest price technically acceptable approach, with technical proposals rated as either "acceptable" or "unacceptable" based on the Statement of Work requirements. The solicitation closes on June 25, 2025 at 12:00 pm EDT, with all quotes and questions submitted via email to alisha.m.colson@uscg.mil.
This procurement has no set-aside designation and is open to all responsible sources, with a small business size standard of $40 million. While the Justification and Authorization document mentions AAR Allen Services Inc. as a potential sole source vendor, the solicitation remains unrestricted and competitive. The contract covers repair of five primary actuator units with an option for the government to increase quantities by up to ten additional units at the specified unit price, for a maximum total of fifteen units. Performance timelines require test and evaluation within 15 calendar days and complete repairs within 60 calendar days after component receipt. The anticipated award will be a firm-fixed price purchase order, with the government retaining the right to exercise quantity modifications unilaterally within one year of purchase order award.
