About this opportunity

The U.S. Coast Guard seeks MH-65E helicopter spare parts through an Indefinite Delivery–Requirements contract with firm fixed pricing, with proposals due July 2, 2026. This is a Partial Small Business Set Aside for contract line items 0001–0088, restricting those CLINs to vendors registered in SAM.gov under NAICS 336413 with small business status (1,250 employee threshold); CLINs 0089–0134 are open to Full and Open Competition.

This is a follow-on effort succeeding current contracts 70Z03822DB2000005, 70Z03822DB2000006, 70Z03822DB2000007, and 70Z03822DB2000008. The contract covers a five-year period consisting of one one-year base period and up to four one-year option periods, running January 1, 2027 through December 31, 2031, across 134 contract line items. Supplies include fasteners, electrical components (switches, fuses, relays, diodes), seals, gaskets, o-rings, hoses, tubing, brackets, clamps, and mechanical assemblies required for helicopter maintenance.

Evaluation uses a Lowest Price Technically Acceptable process. Factor 1 assesses technical acceptability based on the offeror's ability to provide new manufactured commercial items approved by Original Equipment Manufacturers or authorized distributors, with mandatory Certificates of Conformance and full OEM traceability required; NATO-approved alternate parts are authorized if they satisfy form, fit, and function requirements. Factor 2 evaluates past performance on quality, delivery schedules, contractual compliance, and customer satisfaction; offerors with no relevant history receive a Neutral rating. Factor 3 assesses pricing for fair and reasonableness. Prices must remain firm for 120 calendar days from offer receipt. Delivery to USCG Aviation Logistics Center in Elizabeth City, North Carolina is required within 360 days maximum unless otherwise agreed. NAICS code is 336413; PSC code is 1680.
