About this opportunity

The U.S. Coast Guard is seeking repair services for MH-65E helicopter AC generators (NSN: 6115-01-HR1-9211, Part Number: 82562-7) through solicitation 70Z03825QB0000084. The procurement involves comprehensive test, evaluation, and repair services to restore generators to Ready for Installation (RFI) condition or determine if they are Beyond Economical Repair (BER). Contractors must demonstrate technical expertise, maintain FAA Part 145 or equivalent repair facility certification, possess ISO 9001 quality management certification, and have access to Original Equipment Manufacturer (OEM) parts and engineering data. The evaluation will determine whether proposals are "acceptable" or "unacceptable" technically, with award going to the lowest-priced technically acceptable offeror. Multiple amendments have extended the submission deadline from the original May 16, 2025, to the current deadline of August 6, 2025, at 11:00am EDT, with quotes required to be submitted via email to Alisha.M.Colson@uscg.mil.

This procurement is designated as an 8(a) sole source acquisition restricted to OECO, LLC (CAGE Code: 02101), also known as Pacific Scientific, which is the original equipment manufacturer with proprietary data rights. The contract includes a base quantity of 2 generators for repair with an option for the government to increase the quantity by up to 34 additional units (maximum total of 35) at the same unit price within one calendar year after purchase order award. The repair timeline requires 21 calendar days for test and evaluation, 60 days for standard repair, and 90-120 days for potential overhaul depending on complexity. The small business size standard is $40 million under NAICS code 488190, and the anticipated award will be a firm-fixed price purchase order. Performance location and specific contract values are not disclosed in the available documentation, though wage determinations for Oregon counties are included, suggesting potential work location in the Pacific Northwest region.
