About this opportunity
The U.S. Coast Guard Aviation Logistics Center is seeking quotations for MH-65 Spreader Bars (NSN 1730-01-HS2-7578, part number SPREADER BAR HG-20) through solicitation number 70Z03826QB0000036, issued as a Request for Quotation (RFQ) for commercial items. The procurement is unrestricted and open to all responsible sources, with evaluation criteria focused on selecting the lowest-priced, technically acceptable offeror. Technical acceptability requires that all parts be new manufactured commercial items from Oregon Aero Inc. (the Original Equipment Manufacturer with CAGE Code 0WY76) or an OEM-approved source, with exact matching part numbers and clear, documented traceability to the OEM through an auditable paper trail. A firm-fixed price purchase order will be awarded on a competitive basis. The deadline for submission of quotations is January 20, 2026, at 10:00 a.m. EST, as extended by Amendment 1 from the original January 8, 2026 posting date.
This solicitation carries no set-aside designations and targets unrestricted competition among firms meeting the small business size standard of 1,250 employees, classified under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing). The initial requirement specifies 12 units of the spreader bar with a delivery date of March 27, 2026, and the government has reserved the option to increase quantities by up to 12 additional units (for a maximum of 24 total units) at the same unit price within one calendar year after purchase order award. Delivery terms are F.O.B. Destination, with electronic invoicing required to ALC-Fiscal@uscg.mil and a 60-calendar day price hold period. No specific budget range or award value is disclosed in the solicitation notice, and the place of performance is not explicitly stated, though the requirement is managed by the U.S. Coast Guard Aviation Logistics Center.
