About this opportunity

The U.S. Coast Guard is soliciting quotations for spare parts under Request for Quotation (RFQ) 70Z03826QB0000071, specifically seeking 15 units of Connecting Link Rigs (Part Number 366D18707, NSN 3040-01-334-8335) for MH-65 helicopters. This is a combined synopsis and solicitation for commercial items issued under simplified acquisition procedures, with the solicitation announcement constituting the only solicitation document and no separate written solicitation to follow. All parts must demonstrate clear traceability to the Original Equipment Manufacturer (OEM), Airbus Helicopters Inc., through complete, documented, and auditable paper trails from OEM-approved sources, and newly manufactured items must include a Certificate of Conformance per Federal Aviation Regulation Part 21. Evaluation will focus on determining fair and reasonable pricing rather than multiple evaluation criteria, given the anticipated sole-source award basis. The quotation deadline is March 26, 2026, allowing only two days from the March 24, 2026 posting date for interested parties to submit responses.

This procurement carries no small business set-aside designation, with the anticipation that a firm-fixed-price purchase order will be awarded on a sole-source basis to Airbus Helicopters Inc. (Cage Code 3GSZ1), though all responsible sources capable of providing genuine OEM parts with verified traceability are invited to submit quotations. The acquisition applies to the aircraft parts manufacturing industry under NAICS code 336413, with a small business size standard of 1,250 employees. Delivery is required by July 1, 2026, with products to be delivered F.O.B. Destination to the U.S. Coast Guard Aviation Logistics Center in Elizabeth City, North Carolina. While specific contract values are not disclosed in the solicitation documents, the procurement involves a limited quantity of specialized helicopter components. Contractors must maintain quality assurance protocols, provide Certificates of Conformance and Airworthiness documentation, and submit invoices electronically within five days of shipment to the designated billing office.
