About this opportunity

The U.S. Coast Guard is soliciting quotations for ten servo tail rotor spare parts (NSN 1650-14-514-5292, Part Number SC7283) manufactured by Goodrich Actuation Systems to support MH-65 helicopter operations. This combined synopsis/solicitation (RFQ 70Z03826QB0000044) is issued under FAR subpart 12.6 for commercial items and anticipates a firm-fixed-price sole-source award. All parts must demonstrate clear, complete, and auditable traceability to the Original Equipment Manufacturer (OEM) and must comply with Federal Aviation Administration (FAA) guidelines to ensure airworthiness and flight crew safety. The government will evaluate quotations based on best value while prioritizing quality and flight safety over cost considerations. The quotation due date is February 2, 2026, and delivery is required by March 20, 2026.

This procurement is designated as an 8(a) sole-source acquisition anticipated to be awarded to Goodrich Actuation Systems (CAGE Code F1688), the sole known source capable of providing genuine OEM parts with required traceability documentation. The government believes that only Goodrich Actuation Systems possesses the expertise and capabilities to meet the highly specialized, safety-critical requirements for these flight components. The ten units must be delivered FOB Destination to the USCG Aviation Logistics Center in Elizabeth City, North Carolina, with specific packaging and documentation requirements including Certificates of Airworthiness and Certificates of Conformance. All materials must be individually packed in separate containers suitable for land, air, or sea transport, with internal packing slips containing NSN, part numbers, serial numbers, and delivery order information. Offerors must maintain a detailed quality control manual covering risk management, testing, inspection, and counterfeit/suspect parts procedures, with all requirements flowed down to subcontractors and suppliers.
