About this opportunity

The U.S. Coast Guard is seeking repair services for MH-65 helicopter valve components through a sole-source solicitation (Reference Number 70Z03825QB0000072). Specifically, the contract involves repairing five valves (NSN: 4820-14-448-7666, Part Number: 902F010100) with potential for up to ten additional units. The procurement requires a contractor with specialized technical expertise in Original Equipment Manufacturer (OEM) parts and repair capabilities, preferably with FAA or EASA Part 145 Certified Repair Facility credentials. Contractors must submit quotes via email to Raymond.V.Marler@uscg.mil by April 28, 2025, at 10:00am EDT, with the subject line indicating the solicitation number. Evaluation will focus on the bidder's ability to perform repairs to Ready for Installation (RFI) condition following OEM specifications and maintaining appropriate quality certifications.

The solicitation is not set aside for any specific business category, with a small business size standard of $40 million. The government anticipates awarding a firm-fixed price purchase order to Quality Aviation Instruments, Inc. (CAGE Code: 3TLC4), which is currently the only authorized repair facility with proprietary data approved by the USCG. The total potential contract value could encompass up to fifteen repair units, with a delivery timeline of 15 calendar days for initial test and evaluation and 60 calendar days for component repair. Performance will occur within the United States, specifically targeting repairs for critical MH-65 helicopter components. The contract includes provisions for unilateral quantity modifications and follows Federal Acquisition Regulation (FAR) guidelines for commercial items under Part 13, with wage determinations established for aircraft mechanics ranging between $36.30 and $37.80 per hour.
