About this opportunity

The United States Coast Guard is seeking repair services for MH-65 helicopter engine extinguishers through a sole-source solicitation (70Z03825QB0000089). The procurement involves testing and overhauling ten primary engine extinguishers, with an option to expand to forty-five total units, each with National Stock Number 1680-14-562-8832. Contractors must demonstrate technical expertise, provide Original Equipment Manufacturer (OEM) parts, and possess FAA or EASA Part 145 Certified Repair Facility credentials. The technical evaluation will classify proposals as either "acceptable" or "unacceptable", with award going to the lowest-priced technically acceptable offeror. Quotes are due by May 20, 2025, at 11:00am EDT, and must be submitted via email to Alisha.M.Colson@uscg.mil with the solicitation number in the subject line.

The procurement is not set aside for any specific business category, with a small business size standard of $40 million. The anticipated awardee is Shoreline Marine, Inc. dba SafeTech (CAGE Code: 06ZV6), located in Humble, Texas, which is considered the only source capable of performing the specialized extinguisher overhauling and hydrostatic testing. While specific award value is not explicitly stated, the contract will be a firm-fixed price purchase order. The service timeline requires 15 calendar days for test and evaluation and 30 calendar days for overhaul after receiving components. Repair work will be conducted at the contractor's certified facility, with potential for unilateral quantity modifications by the government within one calendar year after purchase order award.
