About this opportunity

The United States Coast Guard is seeking repair services for MH-65 helicopter hover landing lights through a sole-source solicitation (Number 70Z03825QB0000077). The procurement targets Aviation Component Engineering LLC as the exclusive provider, with the company required to demonstrate specialized technical expertise, engineering data access, and Original Equipment Manufacturer (OEM) parts sourcing capabilities. The solicitation seeks three initial repair units with an option to increase to 20 total units, focusing on bench testing and evaluating components for airworthiness. Quotes must be submitted via email to Selmary.MelendezGonzalez3@uscg.mil by April 28, 2025, at 9:00am EDT, with the solicitation number required in the subject line. The evaluation will prioritize the contractor's ability to provide detailed failure data reports, Certificates of Airworthiness, and compliance with FAA or European Aviation Safety Agency (EASA) Part 145 Certified Repair Facility standards.

The contract is not set aside for any specific business classification, though it maintains a small business size standard of $40 million. The anticipated award is a firm-fixed price purchase order to be executed at the contractor's facility in Monroe, Wisconsin. Potential contract modifications include unilateral quantity increases up to 17 additional units within one calendar year of the initial purchase order award. The procurement is classified under NAICS code 488190 (Other Support Activities for Air Transportation) and Product Service Code J016 (Maintenance/Repair/Rebuild of Aircraft Components and Accessories). Wage rates for the project will follow the Department of Labor's Wage Determination 2015-4897 Revision 27, which provides specific hourly rates and benefits for various labor categories in Wisconsin. The total contract scope involves repairing hover landing light components with critical requirements for maintaining airworthiness and providing comprehensive documentation for each repaired unit.
