About this opportunity
The Department of Homeland Security US Coast Guard seeks quotations for 10 units of a 9 Frame D-Ring Kit (NSN 01-HS3-5396, part number 366A08-3630-AA) for MH-65 helicopters, with quotations due August 6, 2026. The procurement is a restricted, sole-source award anticipated to be made to Airbus Helicopters, Inc., though all responsible sources meeting the traceability and OEM approval requirements are invited to submit quotations.
Place of performance and delivery is the USCG Aviation Logistics Center in Elizabeth City, North Carolina, with delivery required by January 5, 2027. All parts must have clear, complete, documented, and auditable traceability to the Original Equipment Manufacturer, Airbus Helicopters (États de Marignane), CAGE Code F0210, and must be approved in accordance with FAA guidelines to ensure airworthiness. Procurement is restricted because the Coast Guard has determined that Airbus Helicopters, Inc. is the only known source able to provide traceability and genuine OEM parts; procurement from other sources would compromise aircraft safety and crew safety. The NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a small business size standard of 1,250 employees.
Award will be made on a firm-fixed price basis. Evaluation is primarily on fair and reasonable pricing, with technical acceptability evaluated as either acceptable or unacceptable based on the offeror's ability to meet specifications. All products must include Certificates of Conformance and Airworthiness following FAA procedures. Offerors must hold prices firm for 60 calendar days from quotation receipt. Delivery terms are F.O.B. Destination; if F.O.B. Origin is proposed, estimated shipping costs must be included in the quotation.
