About this opportunity

The Defense Commissary Agency has awarded a sole-source contract to Mettler Toledo LLC for proprietary preventive maintenance, repairs, and support services on Mettler Toledo brand scales, labelers, and wrapping systems across 18 commissary store locations, under a modification to contract HQC00425CE002 awarded September 30, 2026.

The justification cites 10 U.S.C. 3204(a)(1), based on Mettler Toledo's exclusive proprietary rights over integrated hardware, software, and replacement parts. Equipment warranties are voided if maintenance is performed by unauthorized service providers or non-OEM parts are used, establishing Mettler Toledo as the only responsible source. DeCA conducted a sources sought notice (May 15–22, 2026) that received one response failing to demonstrate required technical capability. Market research confirmed Mettler Toledo exclusively controls OEM parts, diagnostic software, training, licensing, and technical support through formal channel partner agreements.

The period of performance is 12 months base with four optional 12-month periods, spanning five years total. Commissary locations include Cherry Point, Edwards, Fort Belvoir, Fort Eustis, Fort Gordon, Fort Knox, Fort Meade, Fort Riley, Great Lakes, Harrison Village, Laughlin, Meridian, Mitchell Field, Moffett Field, Picatinny Arsenal, Selfridge, West Point, and Yuma MCAS. Services encompass maintenance and repair, software updates and patches, diagnostics and calibrations, and OEM-certified parts replacement. DeCA maintains 237 total commissary locations worldwide, with 130 currently equipped with Mettler Toledo equipment. DeCA commits to conducting comprehensive annual market research prior to exercising optional periods to evaluate whether competition has emerged.
